GAZETTE NOTICE NO. 5974

Pursuant to Regulation 21 of the 'Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Tenwek Hospital, is proposing to develop a four storey cardiothoracic centre comprising of. 2No. basements, parking, mortuary, biohazard storage area, ,supply area, water tanks, power distribution room, offices, workshops, laundry area, laboratories, blood bank, pharmacy, wards, theatres, classrooms, conference centre, offices, ICU, HDU area, hearx theatres, penthouse mechanical room and associated facilities and amenities on plot LR No. Kericho/Silibwet/3395 in Bomet County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed Mitigation Measures Air quality' • Downwash of trucks (especially tyres) prior to departure from site. • Cover stockpiles of sand, soil and similar materials or surround them with wind breaks. • Post signs that limit vehicles speed onto unpaved roads and over disturbed soils. Impacts Proposed Mitigation Measures '• Avoid excavation works in extremely dry weatbert. • Sprinkle water on access routes when necessary to reduce dust generation by construction vehicles. • Personal, protective equipment to be worn. • Vehicle idling time shall be minimized. • Sensitize truck drivers to avoid unnecessary racing of vehicle engines at loading/offloading points and parking areas, and to switch off vehicle engines at these points. Demand for raw Building materials such as sand ballast, hard material core are extracted from registered quarry and sand mining firms whose facilities have undergone satisfactory environmental impact assessment/audit and received NEMA approval. • Source building materials from local suppliers. who use environmentally friendly processes in their operations. • Ensure accurate' udgeting and estimation of actual construction material requirements to ensure that the least amount of material necessary is ordeted. • Ensure that damage or loss of materials at the construction site is kept minimal through proper storage.' • Consider reuse of building materials and use of recycled building materials. Liquid waste • Expand the effluent discharge treatment management plant. • Provision of storm water drains. • • Proper decommissioning of waste water and sewerage system. • Proper maintenance of the drainage system. 'Solid waste •- Order materials in the sizes and quantities management they will be needed. • Damaged or Wasted construction materials to be recovered for refurbishing and use in other projects. • Use of durable, long-lasting materials to reduce the amount of construction waste generated over time. • Use building materials that have minimal or no packaging. • Waste collection bins to be provided at designated points on site. Note and excessive • Install portable barriers to shield vibrations compressors arid other small stationery equipment where necessary. • working houri will be restricted to daytime only. • Restricted transport hours and noise buffering. • Use quiet equipment (i.e. equipment designed with noise control elements). • Sensitize construction vehicle drivers and machinery operators to switch off engines of vehicles or machinery not being used. • Sensitize construction drivers to avoid gunning of vehicle engines or hooting especially when passing through sensitive areas. Impacts Proposed Mitigation Measures • Ensure that construction machinery is kept in good condition to reduce noise generation. Impacts Proposed Mitigation,Measures • Signs such as "NO SMOKING" must be prominently displayed within the construction site. • Sensitize construction workers to conserve water. Increased demand • Ensure electrical equipment and appliances for energy are switched off when not being used. • Install energy saving fluorescent tubes and bulbs, at all lighting points instead of bulbs which consume higher electric energy. • Ensure planning of transportation of materials to ensure that fossil fuels (diesel, petrol) are not consumed in excessive amounts. • Monitor energy and set targets for reduction of energy use Oil spills • A designated garage section of the site fitted with oil trapping equipment to be planned for changes. I • Prompt cleaning of oil and fuel spills. • Proper disposal of clothing or rags contaminated with oil. Storm water • Surface runoff and roof water shall be management harvested and stored for reuse. • Apply soil erosion control measures such as levelling of the project site to reduce run-off velocity and increase infiltration of storm water. • Design a storm water management plan that minimizes impervious area infiltration by use of recharge areas and use of detention and/or retention with graduated outlet control structure. Occupational health • Registration of the Project as per sections 43 and safety and 44 of the Occupational .Safety and Health Act, 2007. • Safety training shall be emphasized. Suitable, efficient, clean, well-lit and adequate sanitary conveniences should be provided for construction wockers. • Ensure that machinery, equipment, personal protective equipment, appliances and hand tools comply with the prescribed safety and health standards and be appropriately installed maintained and safeguarded. • Arrangements must, be in place to train and supervise inexperienced workers regarding construction machinery • use and other procedures/operations. • Ensure that materials are stored or stacked in such manner as to ensure their stability and prevent any fall or collapse. • Well stocked first aid box which is easily available and accessible should be provided. Fire hazards and • Firefighting equipment such as fire accidents extinguishers and hydrant systems should be provided at strategic locations_ • Regular inspection and servicing of the equipment must be undertaken and records of such inspections maintained.
