GAZETTE NOTICE NO. 9010

Pursuant to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Kasarani Investment Holdings Limited, is proposing to develop residential apartments comprising of two blocks with 1st to 2nd level as parking and 3rd to 15th levels accommodating 208 residential apartment units of 52 three-bedroom and 91 two- bedroom units with en-suit master bedroom and domestic servant quarters, 52 two-bedroomed units with an en-suite master bedroom and no domestic servants quarters and 13 one-bedroom units spread between 2 towers, associated facilities and amenities on plot L.R. No. 10119/4 within Garden City Mall off Thika Superhighway, Kasarani Sub-County in Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Proposed Mitigation Measures • Control speed and operation of construction vehicles. • Prohibit idling of vehicles. • Water should be sprayed during the construction phase on excavated areas. • Regular maintenance of construction plant and equipments. • Proper use of PPEs e.g. earmuff by the workers, site supervisors and the visitors. • Engage sensitization among construction workers. • Quarterly monitoring, through measurements and reporting. • Avoid excavation works in extremely dry weathers where necessary. • Use of safety nets. • Sprinkle water on graded access routes when necessary. - • Ensure management of excavation activities though machineries regulation. • Control activities especially during rainy conditions. • Provide soil erosion control and conservation structures where necessary. • Compact loose soils. • Control earthworks in the construction process. • Proper Installation of drainage structures. • Install cascades to break the impact of water flowing in the drains. • Ensure efficiency of drainage structures through proper design and maintenance. • Regular checks on any sludge along drainage channels. • The drainage and sewer systems to be upgraded. • Sensitize drivers of construction machinery on effects of noise. Impacts Air pollution through dust and gaseous emissions Soil erosion Changes in hydrology Drainage and sewer line systems pressure Noise pollution and vibration • Construction activities to be restricted to daytime from 8.00 a.m. to 5.00 p.m. • Workers in the vicinity of/involved in high- level noise to wear respective safety and protective gear i.e. earplugs and earmuffs. • Regular maintenance of construction machineries. • Appropriate selection of machinery. Oil spills and soil • Proper storage, handling and disposal of new contamination oil and used oil and related wastes. • Maintain plant and equipment to avoid leaks. • Maintenance of construction vehicles should be carried out in the contractors yard. • Construction of a temporary structure for storage of oil products and wastes. Water demand • Management of water usage. • Recycling of water where possible. Impacts Proposed Mitigation Measures • There will be a borehole to help in water supplementary of the site. • Use of water conservation signs at the wash rooms and install water conserving taps. Increased solid • Use of an integrated solid waste management waste generation system. • Garbage should be disposed off in accordance with Nairobi City County and NEMA requirements. • Accurate estimation of the sizes and quantities of materials required; • Ensure that damaged or wasted construction materials will be recovered for refurbishing and use in other projects. • Donate recyclable/reusable or residual materials to local community groups, institutions and individual local home owners. • Use of durable, long-lasting material. • Provide facilities for proper handling and storage of construction materials. • Use building materials that have minimal or no packaging. Public health and • Ensure proper solid waste disposal and occupational collection facilities. safety • Design and upgrades of sewerage system should be as provided in the plans. • Provide First aid kits on the site. • Workers should be trained on occupational health and safety and first aid administration. • Regular sites audits to be done to help in improvement of the health and safety of the workplace and the employees. • Provide safe climbing equipments and scaffoldings. Loss of • Landscaping and planting tree all disturbed biodiversity areas. • Planting flowers/grassing should be done just before the rains or irrigated on dry spells. • The site and neighbourhoods developments to be landscaped using flower lawns and trees. Fire breakouts • Provide fire-fighting appliances. • Ensure fire-fighting equipment is in good working condition. • Put up emergency response contacts. Road accidents • Enforce speed limits for construction vehicles. • Provide bill boards at the site/entrance. • All warnings related to road safety of the site to be carried out. Insecurity • Provide security guards and facilities. • Security men should always be available" to alleviate cases of robbery and other related incidences.
