APPOINTMENT


IT IS notified for the general information of the public that the Cabinet Secretary for Information, Communication, Technology, Innovation and Youth Affairs has appointed the Technical Working Group on Community and Local Language Media Gubernatorial, Senatorial and Women Representative Debates. The Technical Working Group shall comprise— Chairperson: Sammy Muraya Vice-Chairperson: Phyllis Wakiaga Members: Roly Davila Simaloi Dajom Stephen Kangogo Rose Wakio Leo Mutisya Susan Karago Joel Karanja Jonah Ngare Vincent Ateya Kevin Nyangweso Tom Mboya Joseph Kipkoech Martin Maasai 1. The terms of reference of the Technical Working Group shall be to — (a) carry out an assessment on the ability of community and local language media to carry out gubernatorial, senatorial and women representative debates ahead of the 2022 general elections; (b) co-ordinate technical collaboration between community and local language media outlets in organizing joint debates; (c) establish and coordinate fundraising efforts and revenue sharing modalities to benefit the participating media outlets as they may agree; (d) build the capacity of local journalists and media workers to hold such debates; and (e) perform any other task related to the foregoing. 2. The Technical Working Group shall have powers to — (a) regulate its own procedures; (b) hold meetings, public forums or consultations as it shall deem necessary for the proper discharge of its mandate; (c) engage development partners, government entities and any other group as they may deem appropriate; (d) carry out or cause to be carried out such studies or research as may be necessary to assist the Technical working group to discharge its mandate; and (e) co-opt secretaries and experts in particular areas of need as may be necessary to discharge its mandate. 3. The term of office of the Technical Working Group shall be a period of six months from the date of publication of this Notice. 4. The Technical Working Group shall prepare and submit to the Cabinet Secretary — (a) a work plan; and (b) progress reports. 5. The secretariat of the Technical Working Group shall be the Media Council of Kenya, Britam Centre, Ground Floor, Mara/Ragati Road junction, Upper Hill, P.O. Box 43132-00100, Nairobi.
