THE KENYA CULTURAL CENTRE ACT
(Cap. 218)
APPOINTMENT
IT IS notified for the general information of the public that the
Cabinet Secretary for Sports, Culture and Heritage has constituted a taskforce to be known as the Taskforce to Review the Kenya Cultural
Centre Act.
1. The Taskforce shall comprise of the following -

2. The Terms of Reference of the Taskforce are to -
(a) undertake a comprehensive audit of the Kenya Cultural Centre
Act (Cap 218) and review relevant laws, guidelines and regulations;
(b) identify any gaps or inconsistencies in the Kenya Cultural
Centre Act (Cap. 218) and the National Policy on Culture and
Heritage and make specific proposals for review;
(c) propose any new policy, legal and institutional framework that may be required to implement-the Kenya Cultural Centre Act;
(d) develop the Kenya Cultural Centre Bill;
(e) sensitize stakeholders and the public on the Kenya Cultural
Centre Bill;
(f) undertake stakeholder and public consultation on the Kenya
Cultural Centre Bill; and
(g) undertake any other activities required for the effective discharge of its mandate.
3. The Taskforce shall have the power to -
(a) regulate its own procedure;
(b) hold meetings, public forums or consultations as it may deem necessary in such places and at such times as the Taskforce shall consider necessary for the proper discharge of its mandate;
(c) review official reports, policy, legislation or any other document related to the Taskforce mandate;
(d) carry out or cause to be carried out such studies or research as may be necessary to assist the Taskforce discharge its mandate; and co-opt experts as may be necessary for the execution of its mandate.
4. The term of the Taskforce shall be a period of six (6) months with effect from the 1st March, 2022 and the Cabinet Secretary may, if necessary, extend the term of the Taskforce.
5. The Taskforce shall prepare and submit to the Cabinet
Secretary -
(a) a work plan and progress reports;
(b) a draft of Kenya Cultural Centre Bill;
(c) a final report on the recommended reviews or amendments to the Kenya Cultural Centre Act (Cap. 218) and other existing legislation; and
(d) an implementation matrix on actionable points.
6. The Secretariat of the Taskforce shall be based at the Kenya
Cultural Centre Offices, at Postal Address 43031-00100, Harry Thuku
Road, Nairobi.
