GAZETTE NOTICE NO. 4447

PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Heartland Terminals Limited, proposes the development and operation of a bulk grain handling terminal complete with a marine jetty, gangway and direct conveyor belt system to 10 number storage silos, parking, administration building, associated infrastructure (generator, biodigestor, lightning nest, perimeter fence) allocated on L.R. No. Mombasa/Block 1/523, Shimanzi Mombasa County. The following are the anticipated impacts and proposed mitigation measures: Concerns Proposed Mitigation Measures Seabed disturbance • Understand the nature and composition of the seabed where pilling will be done before pilling to minimise potential damage to marine micro-benthos. 1982 1982 Concerns Proposed Mitigation Measures • Minimise seabed disturbance during piling of foundational piles by restricting the pilling to actual point only. Underwater piling noise • Deployment and use of bubble curtains, big bubble curtain, little bubble curtain, isolation casings, cofferdams and hydro sound dampers (HSD). • Acoustic improvement of the piling process. • Vibratory pile driving. • Drilled foundations. Dispersion of water- column turbidity • Secure the working site with silt curtains. • Onsite turbidity measurements. Increase is total suspended solids in marine water • Deployment and use of silt curtains. • Construction of site with silt traps offshore areas close to project site. • Construction of catch basins onshore areas close to the Project site. • Monitor suspended solids in marine water. Construction waste • Put in place an elaborate waste management plan. • Provide waste receptacles for dropping waste. • Designate a temporally area for holding waste. • Waste segregated on site before disposal. • Provide and appropriate use of PPEs. • Waste to be disposed at Mwakirunge disposal site only. Marine accidents and injuries • Workers should not work under strenuous conditions. • Provide for breaks to refresh within an eight-hour shift period. • Secure and anchor floating platforms. • Properly insulate and secure electrical outlets. • Non-skid coating when constructing on barges or float stages. • Secure a tag line when using a crane to haul materials. Increase in vehicular traffic on local roads • A traffic marshal plan to be prepared and implemented. • Sufficient parking space to be provided internally. Noise and vibration • Proper servicing and maintenance of equipment. • Provide noise attenuators. • Provision and use of appropriate personal protective equipment (PPEs). • Monitor noise and vibration levels. Fugitive dust pollution • Site securing with dust screens. • Water sprinkling. • Provision and use of appropriate PPEs. • Enforcement of PPEs use. • Monitoring of dust levels. Concerns Proposed Mitigation Measures Accidents and injuries • Secure site from access by unauthorized persons. • Provide and appropriate use of PPEs. • Site safety training. • Training of workers on the appropriate use of PPEs. • Enforcement appropriate use of PPEs. • Develop and appropriate use of a site safety manual. • Use only serviceable equipment. Construction waste • Put in place an elaborate waste management plan. • Provide waste receptacles for dropping waste. • Designate a temporally area for holding waste. • Waste segregated on site before disposal. • Provide PPEs. • Waste to be disposed at Mwakirunge disposal site only. Oil and lubricant spills • Ensure all equipment’s and machinery at the jetty including loading gantry are timely serviced as per manufacturer’s recommendation. • Immediately fix all noticeable leaks that can result in oil and lubricant spills. Exposure to grain dust at jetty loading gantry • Maintain all dust control system (controls such as dust extraction) installed in efficient working order. • Monitor to ensure that dust control measures in place are effective and that the WEL is not exceeded. Engulfment and suffocation in grain silos. • Issue a permit each time a worker enters a silo. • Provide a continuous ventilation until any unsafe atmospheric conditions are eliminated. • Test the air within a silo for oxygen content and the presence of hazardous gasses before entry. Fires and explosions • Installation and use of explosion suppression system in areas such as silos, distributors and dust collectors. • Put in place a fire and explosion programme with eliminated or controls favourable conditions so that a fire and explosion does not occur. Occupational hazards • Employee training, safe operation largely depends upon employees who are properly informed and aware of potential hazards. • Provision and proper use of PPE’s including head protection, eye and face protection, respiratory protection e.t.c.
