PURSUANT to regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The project will involve construction of 14-storey building with 14 3-bedroom apartments, 14 2-bedroom apartments, administration office, restaurant, lobby jetty, conference hall, laundry, 2 meeting rooms, pools bar/entertainment, infinity pool and parking areas (ground and basement). The following are the anticipated impacts and proposed mitigation measures: Concerns Proposed Mitigation Measures Change of land use • Obtain the change of use of the land from residential single dwelling to commercial use. Excavated earth from site preparation • Dispose the waste appropriately by licensed waste collector. • Comply with all the requirements of Waste Management Regulations, 2006. Solid and liquid waste • Segregate waste and dispose appropriately. • Treat liquid waste before disposal. • Only order construction materials that you are going to use to avoid. • Sensitize workers and visitors on minimal waste generation and sound waste management. • Comply with all the requirements of EMCA Water Quality Regulations, 2006. Air pollution • Put quality dust screens around the building during construction to contain dust generated during construction. • Sprinkle water on the ground during excavation and during construction to minimize dust. Concerns Proposed Mitigation Measures • Use well maintained machines and switch them off when not in use. • Strictly adhere to all the EMCA Air Regulations, 2014. Cleared vegetation • Plant environmentally friendly trees or vegetation in the compound and front part of the premises. Shoreline erosion • Construct a coastal armor to prevent the erosion of the shoreline. • Adhere to the WRA rules 2007. • Take utmost care during the site excavation and ensure that it is done by qualified personnel and during the low tide. • Put in place water quality monitoring plan. • Ensure that the jetty construction is done by qualified personnel. Noise pollution • Switch off the engines such as concrete mixers when not in use. • Only use well maintained equipment during construction. • Operate during normal working hours. • Avoid transport of construction materials at night. • Train workers and visitors on noise pollution. • Provide earmuffs to workers and people on site in the construction phase. • Train the drivers on creating unnecessary noise such as hooting. Water usage and effluent generation • Avoid water wastage during construction and operational phases. Sensitize the workers and visitors. • harvest water from any roof during rainy seasons by use of gutters or any other method. • Recycle water where necessary. • Conduct effluent analysis and obtain the effluent discharge license. Occupational health and safety • Provide personal protective equipment to workers. • Ensure that all the civil works are done and inspected by qualified personnel all the time and records maintained. • Put a visible and legible signboard to notify people of the project. • Provide onsite first aid kit. • Erect scaffoldings and dust screens. • Display onsite emergency procedures. • Observe all Covid-19 pandemic measures Impacts on marine biodiversity • Contract a qualified contractor with a better understanding of impacts on the marine biodiversity. • Construct and manage jetty operations effectively. • Ensure that no solids go to the ocean during construction. • Manage waste effectively not go the ocean. 1984 1984 Concerns Proposed Mitigation Measures Traffic management • Manage the traffic to and from the site by having a traffic management plan. • Sensitize the drivers to and from the site on obstruction to avoid inconveniencing the other people. Security • Ensure that you have manning of the premises 24 hours by trained security guards and CCTV.
