PURSUANT to regulation 21 of the environmental management and co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Sukari Industries Limited proposes to establish a 3000 TCD sugar cane milling factory. The buildings to be constructed will mainly consist of factory structures, workshops, administrative offices, weighbridge house, cane yard, mill house, power house, sugar house, agriculture offices, effluent treatment plant, associated facilities and amenities on Plot L.R. No. Transmara/Moyoi/1908 in Moyoi Location, Transmara South, Narok County. The following are the anticipated impacts and proposed mitigation measures: Expected Negative Impacts Recommended Mitigation Measures Materials sourcing • Source material from facilities that are licensed by NEMA. • Order for what will be required through accurate budgeting and estimation. • Reuse building materials to reduction amount of raw materials extracted. Clearing vegetation • Demarcate project site to restrict vegetation disturbance. Noise disturbance and vibration • Workers working in noisy areas to be provided with ear protective. • Ensure noise regulation standards are observed. • Workers using drilling equipment to be provided with specialized anti-vibrating gloves. • Use equipment with lower sound levels. • Noise levels will be monitored and Expected Negative Impacts Recommended Mitigation Measures necessary actions taken to mitigate effect. Health and safety measures • Have an insurance policy that covers workers and the community. • Providing safety signs and speed bumps at strategic places to avoid accidents. • All the construction workers and everyone at the site must wear (PPEs). • Provide adequate sanitation facilities e.g. toilets and bathrooms. • Employ a health and safety officer. • Adherence to the health and safety rules and regulations. Air pollution • Workers to use masks when working in dusty conditions. • Cover trucks hauling materials, dirt and debris ensure roads to the site are watered. • Proper and prompt servicing of vehicles and construction machines. Pollution of nearby rivers • Ensure proper handling of loose soils, waste and oil during construction. • Have adequate sanitation facilities. Solid waste generation • All waste shall be contained on site until they are collected for reuse or disposal. • Reuse and recycle waste where applicable to reduce amount of waste to be disposed. • Remaining waste shall be disposed at the county waste disposal site. • Segregate waste to promote reuse, recycling, reduction and appropriated disposal strategies. • Provided adequate litter collection facilities; dirt bins and skips in all generation areas. • Have own waste disposal site approved by NEMA. Vegetation disturbance • Ensure the factory premise is at least 10% under vegetation coverage. • Implement an appropriate re-vegetation program to restore the site to its original status. • Plant trees along the river banks (riparian zone) to be a buffer zone. • Designate and develop an area to be used as an arboretum. • Have a policy that will require cane farmer to plant trees on their farms. Food insecurity • Organize workshops to train farmers on intercropping sugarcane with bother crops. Water use and abstraction • Recuse waste water where necessary and ensure rain water harvesting. • Use water efficient plumbing fixtures and ensure quick fixing of licking pipes. • Recycling and Re-use water. • Obtain water abstraction permit from WRA. 6852 6852 Expected Negative Impacts Recommended Mitigation Measures Liquid waste • Design and construct appropriate water treatment plants and ensure maintenance. • Have a department/section handling water quality monitoring. • Acquiring effluent discharge license. Hazardous materials spill • Workers handling chemicals will be trained on chemical safety and spill management. Bargasse management • Heaping section will be provided with lining and leachate collection and treatment system. • It will be sold for reuse e.g. for briquette making to reduce its amount (heap). Press mud • Press mud will be collected and used as fertilizer. Greenhouse gases • Avoid biomass burning hence use it for compost organic manure and press mud. Traffic related accidents • Use speed bumps and speed control devices (governors). • Regular maintenance of vehicles to avoid malfunction or premature failure. Fire hazards • Appropriate firefighting and management system and equipment will be put in place. • All guidelines, specifications imposed by the Government will be strictly complied with. Energy consumption • The factory will produce its own electricity. • Use energy-efficient construction machinery and ensure they are promptly serviced. • Use the most efficient energy system design to ensure optimum use and save energy. Health and safety • Employ occupational health and safety officer. • Adherence to the Occupational Health and Safety Rules and Regulations. • Health, Safety, and Environmental Management Manual will be prepared and implemented . Social impacts • Develop HIV and AIDs awareness and control program. • Company to ensure centralized distribution of resources to minimize rural urban movement. • sensitizing the community on the importance of gender equality. Demolition waste • Generated wastes will be reused, recycled and the remaining once disposed appropriately. Site restoration • Site will be restored to its initial status. • Site will be put to another compatible use after undertaking an EIA for the changed use.
