GAZETTE NOTICE NO. 11740

NOTICE is given that pursuant to the powers conferred by section 30 of the County Governments Act, the realization of Article 174 and 175 of the Constitution of Kenya and all other enabling laws, I, Abdullswamad Sheriff Nassir, Governor of the County of Mombasa, do establish and appoint a Taskforce on the State of Finances of the County Government of Mombasa. And further direct that, any other executive efforts into similar lines of enquiry are hereby subsumed into the Taskforce on the State of Finances of the County Government of Mombasa and stand dissolved. The Taskforce on Healthcare Systems in Mombasa, shall be constituted as follows. Chibanzi Mwachonda (Dr.) — Chairperson Members: Representative, Kenya Medical Association, Mombasa Chapter Representative, Civil Society, Mombasa Chapter Representative, National Hospital Insurance Fund Six Community Health appointed by the Governor, County Secretary Chief Officer, Department of Medical Services Chief Officer, Department of Public Health Chief Executive Officer, Coast General Hospital Secretariat, Office of the Governor Terms of Reference for the Taskforce 1. Engage stakeholders including but not limited to the general public, healthcare workers, the National Hospital Insurance Fund among others towards— (a) reviewing the architecture of healthcare delivery including human resources for health and ICT for Health in the County of Mombasa; (b) assessing on the state of physical healthcare infrastructure including buildings and heavy and movable equipment in the County of Mombasa; (c) auditing the state of financing for healthcare in the County of Mombasa; (d) evaluating the state of supply chains for healthcare in the county of Mombasa; (e) recommending the upgrading and/or special purposing of existing medical facilities; (f) audit public healthcare related human resource currently employed by the County Government and make recommendations on addressing the skills gap; (g) assessing and recommending on the implementation of a comprehensive Health Management Information System for all County Government Hospitals; (h) assessing and recommending strategies on addressing disease patterns; and (i) formulating lasting solutions towards achieving universal healthcare that is affordable and accessible in the County of Mombasa. 2. Conduct any other matter ancillary to or in furtherance of any of the foregoing Terms of Reference; and 3. The Taskforce may co-opt any other persons as may be required to assist it in the discharge of its functions. The Taskforce shall prepare and submit its report to the Governor of Mombasa County together with its recommendations within thirty (30) days from the date of its appointment Dated the 22nd September, 2022.
