ESTABLISHMENT
PURSUANT to section 8 of the Statutory Instruments Act, 2013, the Cabinet Secretary for Transport, Infrastructure, Housing, Urban
Development and Public Works notifies the general public that a
Regulatory Impact Statement on the proposed Urban Areas and Cities
(General) Regulations, 2022, has been prepared to assess the impact of the Regulations on the community and businesses.
The main objective of the Regulations is to give full effect to the
UACA, 2011 by providing a framework for effective governance and management of cities and urban areas. Specifically, the Regulations seek to—
(a) strengthen the establishment of urban institutions;
(b) institutionalize the participation of residents in the management of urban areas;
(c) provide a framework for efficient service delivery in cities and urban areas; and
(d) provide a framework for the planning and management of cities and urban areas.
This is therefore to require all persons likely to be affected by the proposed Regulations to submit written comments on the proposed
Urban Areas and Cities (General) Regulations, 2022, so as to reach the undersigned not later than fourteen (14) days from the date of publication of this notice.
The draft Regulatory Impact Statement and the proposed Urban
Areas and Cities (General) Regulations, 2022, are available on the
State Department for Housing and Urban Development website:www.housingandurban.go.ke. The proposed Regulations and the Regulatory Impact Statement are also available on request at Room
501, Cianda House, Koinange Street, Nairobi during working hours.
Anyone with comments on the proposed Regulations is welcome to make their comments by way of email or submission of a written memorandum to the nearest State Department for Housing and Urban
Development offices within the specified period.
Due to the prevailing global health concerns, the Ministry is encouraging members of the public to submit their comments and proposals for input on the Regulations and the Regulatory Impact
Statement through written submissions or memorandum through the official email address: directorurbandevelopment@gmail.com
The Ministry also welcomes any stakeholder who would prefer virtual interaction on the subject matter to notify the Ministry through email or on the website in order for the Ministry to prepare for such meetings. The virtual meetings will be scheduled as a public forum at a date to be communicated in September, 2022 starting from 9.00 a.m.
to 5.00 p.m. to discuss the proposed Regulations and the Regulatory
Impact Statement and comments received.
