In addition, the incoming Governor H. E. Hon. Prof. Hillary Barchok signed the inauguration certificate and the commitment to the leadership and integrity within stipulated time by the act. The Deputy Governor, H. E. Hon. Shadrack D. Rotich took the oath of office. The ceremony was attended by an estimate of five thousand (5,000) members of the public, among them were member of parliament, members of the county assembly, national and county government officials, members of the judiciary, renowned sports men and women, business leaders, religious leaders and council of elders. 4.0 Committee Financial Statements Section 18 (3) (a) of the act requires the committee to include in this report the financial statements.
