ESTABLISHMENT


NOTICE is given to the general public that in exercise of powers conferred to me by Articles 179 and 235 of the Constitution of Kenya, 2010 and sections 30 and 31 of the County Governments Act, 2012, I appoint a taskforce to undertake an audit of the Payroll of Turkana County Government for the period FY2013/14 – end of H1 of 2022/23. The Taskforce shall consist of— Fredrick Riaga – Chairperson Michael Eregae (Dr.) – Vice-Chairperson Patricia Chemutai (Dr.) – Secretary Pauline Akiru – Member Victor Orimba – Member Duncan Elly (Dr.) – Member Vitalis Ogombe – Member Calvince Kello – Member Ruth Emanikor – Assisting Counsel Secretariat to the Taskforce: Jeremiah Ngachekio Nicholas Mayo Victor Monja Gloria Ngaira Joseph Ngatotin Terms of Reference of the Taskforce on Payroll Audit are to: The terms of reference for the Taskforce are: (a) Undertake a reconciliation on payroll data held in IPPD against the manual payroll system. (b) Review the rates at which remuneration of staff of Turkana County Government is paid against any existing Government Circulars. (c) Review the process of capturing and processing information relating to established and non-established employees – Payroll system at the County Treasury Department. (d) Review the staffing of the Turkana County Government by way of a reconciliation between the approved establishment and in-post station and duties assigned. (e) Review the allowances paid to staff of Turkana County Government against the SRC guidelines and establish whether such allowances are justifiable and appropriately approved. 692 692 (f) Review the internal control procedures on payroll management adopted by Turkana County Government to mitigate against any payroll related malfeasance. (g) Determine whether there have been recruitments and processing of salaries that have not been properly authorized and recorded. (h) Review and advise on the efficacy of the TCG payroll process as relates to management of statutory deductions such as NHIF, NSSF, PAYE and confirm remittance to the relevant statutory authorities. (i) Confirm the total percentage of wage bill against the established statutory threshold. (j) Confirm the degree of proficiency of the payroll officers at the various units within the Turkana County Government. (k) Undertake any other function attendant to realizing the key objective of the audit of TCG payroll. In the performance of its functions, the Taskforce— (a) shall hold such number of meetings at such places and such times and review all documents that are required as the Taskforce may consider necessary for the proper discharge of its mandate; (b) shall have access to reports of any previous investigations relevant to its mandate; (c) shall, as it considers appropriate, carry out or cause to be carried out such studies or research as may inform the Taskforce on its mandate; (d) subject to the foregoing, the Taskforce shall have all independence necessary for carrying out its function or expedient for the proper execution of its mandate; (e) deliberations of the Taskforce shall remain confidential and members shall execute a Confidentiality Agreement; (f) the Taskforce may summon any current or former member of staff of the County to provide any given information that would help the Taskforce in its work; and (g) the Taskforce may co-opt any person whose knowledge, skills or competencies may be necessary to facilitate its work. The Secretariat to the Taskforce The Secretariat of the Taskforce shall be based at the Office of the Governor, County Government Headquarters and shall be responsible to the Taskforce for— (a) providing appropriate background briefing to the Taskforce for; (b) preparing the Taskforce’s reports and disseminating any information deemed relevant to the Taskforce; (c) Co-ordinating the provision of all documents required to facilitate the work of the Taskforce from the relevant departments; (d) undertaking research and liaising with the relevant National and County Government Departments and any other institution in order to gather relevant information necessary for informing the Taskforce; and (e) providing logistical support including vehicles and meeting venues. Tenure The assignment shall take sixty (60) days commencing the 24th day of February, 2023, but the same may be with justifiable reason be extended for such other period as it may be considered necessary. At the completion of the assignment the Taskforce shall handover the report to the Governor with appropriate recommendations. Remuneration The remuneration of members of the Taskforce, Secretariat and support staff shall be as the applicable Salaries and Remuneration Commission’s guidelines contained in the relevant Circulars.
