PURSUANT to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Echo Choice Limited proposes to install and operate a hazardous waste treatment facility with the main design component being installation of Thermal Desorption Unit (TDU). The waste treatment facility will treat medical waste, waste oil/ oil filters and sludge using a treatment process called Enviloop, where waste is seen as a source of income and it focuses on zero emission, by removing the hazards and creating useful by-products that have high commercial value. The proposed project will be located on Plot No. Mombasa/Block I/588, Shimanzi, Mombasa County. The following are the anticipated impacts and proposed mitigation measures: Environmental Impact Mitigation Measures Trapped pressure- spillage overflow due to insufficient containment • Inspect seals. • Ensure sufficient containment measures. • Emergency containment under connections should suffice spillage. Risk associated with working around high pressure vessels • All gauges to be tested. • Check for trapped pressure at all times. • Pressure vessel Standard Operation Procedure. Pollution and health hazards • Damping down of site e.g. sprinkling water to dusty areas on construction site. • Containment of noisy operation, including locating noise operations away from sensitive neighbours. • Construction work limited to day time only and take shortest time possible. • Ensure use of serviced and greased equipment. • Switch off engines not in use. • Construction work to be confined to between 8 a.m. to 5 p.m. • Ensure use of earmuffs by machine operators Spillage due to vessel failure and gauge failure • Visual inspection of vessel integrity. • ISO calibration procedure and preventive maintenance. • Preventive maintenance programme (PMP). Worker accidents and health infection. • Work permit mandate lockout tagout procedure, training and signage. • Adequate PPE and isolation screens. • Eye washing screens. • Work permit mandates a second worker stationed outside vessel. • Training and refresher, +ve pressure respirators. • Ensuring SOP during the installation of the TDU. Disturbance of traffic flow • Proper signage. • Awareness creation. • Education to truck drivers. Soil erosion • Create and Maintain soil traps and embankments. • Landscaping after completion of construction. Soil excavation leading to site disturbance • Excavate only areas to be affected by buildings. • Dumping of excess excavated materials to sites designated by NEMA. • Restoration of sites excavated. Air quality • Conduct ambient air quality before the commencement of the proposed project. • Water sprinkling of driveways or the use of biodegradable hydrant. 31st March, 2023 THE KENYA GAZETTE Environmental Impact Mitigation Measures Energy consumption • Use electricity sparingly since high consumption of electricity negatively impacts on these natural resources and their sustainability. • Use of standby generators. Excessive water use • Excessive water use may negatively impact on the water source and its sustainability. Solid waste generation and management • Regular inspection and maintenance of the waste disposal systems during operation phase. • Establish a collective waste disposal and management system. • Treatment of the waste generated through the TDU. • Use of the 3rs – Reduce, Re-use, Re- cycle. • Ensure waste materials are disposed of NEMA approved sites . Liquid waste generation and storm water management • Regular inspection and maintenance of the waste disposal systems during the operation phase. • Provide roof gutters to collect and direct roof water to drains. • Construct drains to standard specifications. • Develop a storm water drainage system and linkage to natural drains. Climate change impacts • Development restricted to follow zoning policy/approved density – building line, plot coverage and plot ratio. • Careful layout and orientation of buildings to respect wind and sun direction. • Adequate provision of green and open space planted with grass, shrub and tree cover. • Minimum use of reflective building material and finishes for roof, wall and pavement. Insecurity • Construct a perimeter wall. • Have a single entry point that is manned 24 hours .
