APPOINTMENT


IN EXERCISE of the powers conferred by the Fourth Schedule part 10 of the Constitution of Kenya, 2010 and section 30 (2) (l) and 31(d) of the County Governments Act, 2012 and section 5 of the Turkana County Climate Change Act, 2021, I, Jeremiah Ekamais Lomorukai Napotikan, Governor, Turkana County, appoint the following persons to be members of the Turkana County Climate Change Steering Committee that I will be Chairing, with effect from the 2nd June, 2023. Office/Name Role Deputy Governor, Turkana County Vice- Chairperson County Executive Committee Member Tourism, Culture, Environment, Energy and Natural Resources Member County Executive Committee Member in charge of County Treasury Member County Executive Committee Member for Water Services Member County Executive Committee Member for Agriculture, Pastoral Economy and Fisheries Member County Attorney Member County Forest Conservator as a representative of the national agencies dealing with climate change Member United Nations High Commissioner for Refugees (UNHCR)-Kakuma Head of Sub- Office as a representative of development partners or private sector Member Faith Akiru Ekuwam as a representative nominated by the civil society organizations whose activities are related to climate change Member Peter Edome (Dr.) of Turkana University College as a representative of the academic and private institutions Member Fund Administrator designated by the CECM- Finance and who shall be an ex-officio member Member The Steering Committee may co-opt individuals with relevant expertise to sit in the Committee when needed to advice on special matters in relation to climate change. Functions of the Committee The Steering Committee shall coordinate and oversee climate change response in the County, and in this connection shall— (a) ensure mainstreaming of climate change into county planning and development processes; (b) advise the Department on policy and other strategic matters relating to climate change; 9th June, 2023 THE KENYA GAZETTE (c) identify obstacles on the implementation of climate change policies and programmes and make proposals for resolving the obstacles; (d) advice on partners’ collaboration and domestication and implementation of the five-year National Climate Change Action Plan through Council of Governors; (e) coordinate formulation and monitor implementation of the County Climate Change Action Plan, County Climate Finance Framework and any other county climate change policies, plans and strategies; (f) mobilize funds into and administer the County Climate Change Fund established under this Act; (g) review, approve and monitor implementation of Regulations for administration and management of the Fund; (h) review and make recommendations on the biannual report on the implementation of the County Climate Change Action Plan and any other reports on climate change response interventions in the County; (i) advice the County Government on legislative, policy and other measures necessary for climate change response and attainment of low carbon climate resilient development; (j) approve and oversee the implementation in the County of a comprehensive programme of climate change education awareness creation and capacity building; (k) provide policy frameworks for research and innovation, education and awareness and dissemination of information relating to climate change to the public and other stakeholders in the County; (l) ensure positive linkages, interactions and synergy between the County, neighbouring counties and the National Government in climate change response programming and action; (m) ensure a co-ordinated approach to climate change response programming and action within the County Government, between the County Government and National Government, and among the different stakeholders in the County; (n) approve County Climate Change budget; (o) monitor disbursement of climate change funds; (p) oversee budget execution; and (q) perform any other functions that may further the foregoing objectives as may be assigned by the Governor. Tenure/Duration The term of the members of the Steering Committee appointed under section 5 (3) (j), (k), (m) and (n) of the Turkana County Climate Change Act, 2021 shall serve for one non-renewable term of three (3) years. Remuneration Members of the Steering Committee shall be paid such allowances as are stipulated by Guidelines from the Salaries and Remuneration Commission. Dated the 2nd June, 2023.
