APPOINTMENT


IT IS notified for public information that pursuant to sections 3 (l) and 6 (5) (b) of the County Governments Act, 2012 as read together with section 30 (2) (l) and 30 (3) (c) and (f) of the County Governments Act, 2012, I, Gideon Maitha Mung’aro, the Governor of Kilifi County Government, have appointed a Committee with the following Terms of Reference— Terms of reference for the Committee are to— (a) review the policy and institutional framework on compliance with national values and principles of governance on resolution of public complaints in Kilifi County Government; (b) receive, process and oversee the resolution of complaints of administration injustice by the public against the county government, county agencies and public officers; (c) investigate complaints of administrative injustice by the public against the county government, county agencies and public officers; (d) mediate disputes on administrative injustice between the public and the county government; (e) advise the county government of complaints handling mechanism; (f) identify international, regional or national best practices on compliance with national values and principles of governance on resolution of public complaints with the public service; (g) propose appropriate reforms and recommendations to the policy and institutional framework to ensure efficient service delivery by the county government, county agencies and its public officers; (h) carry out such other functions as may be necessary or incidental to the foregoing. The members of the Committee shall be as follows— Peter Mwarogo–(Chairperson), Catherine Kenga, Eliud Kalama, Lerine Kiteme, Lenard K. Kalama, Alice Kinyua, Advocate–(Joint Secretary) Henry Faraji Chipinde, Advocate –(Joint Secretary) Powers and Mode of Operation of the Committee In the execution of its mandate, the Taskforce may— (a) from time to time co-opt such persons as may possess such expertise necessary for the execution of the mandate of the Committee; (b) interview any person it deems necessary; (c) form technical working groups as may be required in the achievement of its terms of reference; (d) hold such number of meetings in such places and at such times as it shall consider necessary for the proper discharge of its functions; (e) carry out or cause to be carried out such assessments, studies or research as may inform its mandate; (f) consult such sources of information as may be appropriate; (g) shall solicit, invite, receive and consider written memorandum and information from relevant institutions and the public generally; (h) engage the services of such experts, including forensic experts and investigators to assist it in its work; and (i) subject to the foregoing, the Committee shall regulate its own procedure within the confines of the law and the Constitution. Duration of Assignment The Committee shall, subject to any extension that the Governor may authorize, execute its mandate and submit its report to the Governor, not later than two (2) months from the date of its commissioning. Subject to the foregoing paragraph, the Committee may, if it deems it expedient to do so, submit to the Governor interim reports proposing measures for immediate implementation before its final report. The Secretarial Support: The Secretarial support to the Committee shall be provided by the Executive Office of the Governor and that office shall provide the necessary facilitation of the process to ensure effective and timely delivery by the Committee on its mandate. The members of the Committee shall be paid such sitting allowances as may be authorised by the Governor and these shall be defrayed out of the Funds of the county government.
