GAZETTE NOTICE NO. 14065

PURSUANT to Regulation 21 of the Environmental Management and Co-ordination (Impact Assessment and Audit) Regulations, 2003, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Medina Palm Development Limited intends to construct a residential development comprising of 22No. levels with a total of 252 housing units (2No. basements, ground floor, and mezzanine floor for parking and 18 typical floors for residential purposes), 5th to 18th typical floors will have 14No.units (6No. 1bedroom units, 6No. 2 bedroom units and 2No. 3 bedroom units). Each unit will have a lounge, dining, kitchen, master bedroom ensuite and typical bedrooms. The rooftop will be flat made of concrete to accommodate swimming pool, gym, associated facilities and amenities on Plot No. Nairobi/Block 4/174 located along Sports Road in Westlands Area, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation measures Sound and noise pollution • Ensure that all generators and heavy-duty equipment are insulated or placed in enclosures to maintain ambient noise levels. • Ensure that construction machinery is maintained in good working condition in order reduce noise generation. • Vehicles to move at low speeds while within and around the site range. Dust emissions • Avoid excavation works in extremely dry weathers. • Sprinkle water on graded access routes when necessary to reduce dust generation by construction vehicles. • Sensitize truck drivers to avoid unnecessary racing of vehicle engines at loading/offloading points and parking areas, and to switch off or keep vehicle engines at these points. • Observe EMCA (Air Quality Regulations, 2008). Effluent discharge • Comply with the provisions of the Environmental Management and Co- ordination (Water Quality) Regulations, 2006. • Use well serviced machinery to minimize grease/oil leaks No major Servicing of the machinery at the site. • Ensure any oil leakages are dealt with immediately and site cleaned. • Provide drainage channels for water runoff. • Get approvals from relevant authorities regarding sewerage connections. • Do regular inspections along the draining lines to ensure no leakages. 4610 4610 Impacts Mitigation measures Vegetation regeneration • Landscaping on completion of the proposed project. • Plant pot ornamental trees round the compound to improve the aesthetic appeal of the building. • Ensure the management company maintains all vegetation cover regularly. Solid waste generated • Ensure that all solid wastes are collected and segregated. • Reuse those materials that can be reused. • Contact a licensed waste handler to collect waste from the apartment. • Minimize waste at source by clear and harmonized procurement materials. Fire hazards • Ensure fire extinguishers are stationed in visible places. • Security personnel and occupants to be trained in firefighting skills. • Drilling exercise to be conducted regularly. • Train some of the premises maintenance team on how to use the fire-fighting equipment. Health and safety concerns • Provide personnel and passers-by signage and warnings traffic control signs and warning. • Provide for appropriate signage and warnings at work sites. • Provide appropriate personnel Protective Equipment (PPE) to site workers. Provide for First Aid facilities as per the OSHA, 2007. Security • Guarding proposed development by reputable security firm. • No outsiders should access the property without permission from the proponent. • Partnership with the neighbours to promote serenity in the area and conserve the environment. • Ensure all staff and workers at the proposed project are properly vetted. Traffic flow • Adequate road warning signs to traffic regulations. • Erect speed pumps where necessary. • Ensure that the Entry/Exit to the project site is located where it will cause minimal traffic along adjacent roads. • Ensure all construction vehicles to and from the construction site use the designated Entry/Exit to the project site. Excess energy demand • Energy conservation measures to be practiced. • Energy saving bulbs to be used in the houses. • Lights to be switched off when not in use. • Provide alternative source of power e.g. Solar panels.
