PURSUANT to section 8 of the Statutory Instruments Act, 2013, the Cabinet Secretary for National Treasury and Planning notifies the general public that a Regulatory Inpact Statement on the proposed Public Finance Management (Disaster Management Fund) Regulations, 2022 has beea prepared to assess the impact of the Regulations on the public. The main objective of the proposed Regulations is to mobilize resources towards efficient and eftective disaster management pursuant to section 24 (4) of the Public Finance Management Act. Specifically, the Reguiations seek to — (a) facilitate disaster preparedness, mitigation, response, and recovery; (b) provide a common basket for receipt and disbursement of funds for disaster management, (c) provide financing mechanisms for timely, transparent, and accountable disaster management: (d) support capacity development of institutions mandated with disasier management, (e) support agencies dealing with early warning systems for disaster management; and (f) support, programmes, projects or activities to further the objectives. This is therefore to request the public and all persons likely to be affected by the proposed Regulations to submit written memorandum to reach the undersigned within jvurteen (14) days from the date of publication of this notice.
