IN EXERCISE of the powers conferred by section 44 (3) of the Wildlife Conservation and Management Act, 2013, the Cabinet Secretary for Tourism and Wildlife gazettes the Plan in the Schedule hereto. SCHEDULE Tsavo East National Park Management Plan (hereinafter referred to as ‘the Plan*’) is defined mainly by each programme’s purpose, the guiding principles, management objectives and actions désigned: to address ecological, tourism, community, security, and operational issues in Tsavo East National Park and adjacent areas. The plan addresses threats to Tsavo East National Park through management intervention measures provided for by the zonation scheme outlined in the plan and management actions under the Plan's five management programmes. The Plan's zoning scheme and management programmes are outlined in the following sections: Zoning Scheme The Tsavo East National Park is divided into three zones; High Use, Ithumba Low Use and Emusaya Wildemess. These internal zones set limits of use to control legal utilization by visitors and maintain the ecological! attributes of the Park. Management Programmes (a) Ecological Management Programme The purpose of the ecological management programme is to ensure that the conservation of Tsavo East National Park’s natural environment is enhanced, through improved ecological monitoring, applied research and targeted management interventions. KWS with thus strive to provide the information base on which other management programmes carry out intervention activities that are important for the ecological integrity of the park. (b) Tourism Development and Management Programme The Tourism Management Programme is primarily to ensure that Tsavo East National Park is promoted as a KWS premier tourism destination. This will be achieved through sustainable tourism development and management. (c) Community Partnership and Conservation Education Programme The main focus of this programme is to manage conflicts between people and wildlife, enhance community benefits from conservation and promote land uses that are compatible with conservation in park adjacent areas. Education and awareness creation to people is an important part of this programme. (d) Security Programme The purpose of the Security Management Programme is to ensure the safety of the park’s natural resources, staff, visitors and assets through the delivery of efficient, effective and adequate security services. (e) Park Operations Programme The Park Operations Programme deals with day-to-day park management and underpins all other programmes and their activities in the park. It provide a conducive and supportive environment for the staff to carry out their duties. The programmme addresses issues conceming staff morale, housing, vehicles, plants and equipment among others. A Park Management Committee shall be established after the plan is gazetted to steer the Tsavo East National Park management plan implementation, monitoring, evaluation and where necessary plan review.
