Exicipitiry To ENTER The examination is open to administrative officers in the service, serving either as administrative officers in the: provincial administration, assistant secretaries in the ministries or second/ third secretaries in the foreign service. 4. Exemprions (a) Candidates who have attempted this examination and pass in one or more subjects will be exempted from the subjects they have passed; they have to resit only the subjects they failed. (b) Serving officers with legal qualifications from accredited universities may on application to the Permanent Secretary, Office of the President, Nairobi, be exempted from sitting the law paper. Exempted candidates must quote the reference numbers of their letters of exemption(s). Candidates who have previously passed any papers are required to indicate the year and month in which they passed the papers. 5. REGISTRATION FEE Each candidate will be required to pay a registration fee of KSh. 1,200 only. The fee which is non-refundable should be paid in either crossed Kenya Government cheques or banker’s cheque, payable to the Secretary, Public Service Commission of Kenya, Nairobi. Personal cheques, money orders and postal orders will not be accepted. 6. Entry Forms Candidates are required to complete the entry form in duplicate as set out in the “Appendix” to this circular letter. The forms should be reproduced by each ministry/department as necessary. The duly.completed entry forms, accompanied by the correct registration fee should be submitted through the Permanent Secretary, Office of the President, Harambee House, Nairobi, to the Secretary, Public Service Commission, Nairobi, so as to reach him not later than Friday, 5th February, 1999. I and II examination for telephone operators, details of which are set out in Personnel General Letter No. 21 of 25th April, 1979 and No. 9 of 21st March, 1980, will be held between 27th and 30th April, 1999 as follows: (a) The written English language examination will be held on Tuesday, 27th April, 1999. (b) The oral English test (for blind candidates only, if any) will ” be conducted, on Tuesday, 27th April, 1999 at 9.30 a.m. at the Commission House. The venue for the oral test will be notified to the candidates concerned through their heads of department soon after the registration of candidates. (c) The programme for the practical test for all the candidates will be drawn up soon after the closing date for registration of candidates (see paragraph 4 below) and will be released later to all the ministries/departments in another circular. 2. Exicipitiry TO ENTER The occupational test will be open to civil servants only who must be Kenyan citizens and in case of: (i) Occupational Test No. I— should be serving telephone operators grade I (job group “F”), with at least two (2) years’ service in the grade; (ii) Occupational Test No. H— should be serving telephone operators grade II (job group “B”) who have been confirmed in their appointment and admitted to the permanent and pensionable establishment and with at least three (3) years’ service in that grade; (iii) candidates who attempt and fail occupational test Nos. I and II will be allowed to resit them the following year from the date they first attempted the tests. This is in accordance with the D.P.M. Circular Letter Ref. No. DPM. MD/4/42/_ Vol. II/(104) dated 13th August, 1998. 3. CONDITIONS FOR PASSING THE OCCUPATIONAL TESTS . In order to pass any of the occupational tests, a candidate is required to pass both the written English (or oral English test in the case of blind telephone operators) and the practical test at one sitting. However, candidates with partial passes will be referred to resit only in the part failed in the respective test. Candidates will be allowed only two-such attempts and thereafter be required to resit for both parts of the respective occupational test. This is in accordance with D.P.M. Circular Letter Ref. No. DPM. MD/4/ 42/Vol. II/(104) dated 13th August, 1998. ; 4. APPLICATION FORMS Candidates should complete their application forms in (tripli- cate) and submit two original and duplicate copies to the Public Service Commission through their permanent secretaries/heads of department.
