IT IS notified for general information that the Proficiency Examination for Weights and Measures Assistants, Part I and If will be held between 20th and 24th April, 1998. 2. SCHEME OF THE EXAMINATION _ The examination will consist of the following two parts each of which will consist of five (5) papers: (a) Part I— (i) English Language; (ii) General Knowledge; (iii) Weights and Measures Rules; (iv) Weights and Measures Practice I; (v) Practical. (b) Part H— (i) Memorandum, Report and Letter Writing; (ii) Civil Service, Regulations and Organization and Func- tions of Government; (iii) Weights and Measures Practice II; (iv) Law; (v) Practical and Oral. 3. Exiciiity to ENTER The examination is open to serving civil servants who must meet the following requirements: : (a) Proficiency examination part I— (i) candidates should be serving weights and measures assistants III (job group “E”) with at least three (3) years’ service in that grade; (ii) they should be confirmed in their appointments. (a) Proficiency examination part II— (i) candidates should be serving weights and measures assistants II (job group “F”) with at least three (3) years’ service in that grade; ‘ (ii) they should have been confirmed in their appointments. 4. ConDITIONS FOR OBTAINING A PAss In order to be awarded a pass in any part of the examination, a candidate must pass all the subjects relating to that part at one and the same sitting. No partial passes will be allowed. 5. EXAMINATION REGISTRATION FEES Every candidate entering this examination will be required to pay a registration fee of KSh. 600 only for the whole examination. This registration fee, which will be non-refundable is payable to the Secretary, Public Service Commission of Kenya, P.O. Box 30095, Nairobi, in either crossed Government cheques or bankers cheque. Money orders, postal orders and personal cheques will not be accepted. 6. ENTRY Forms Candidates must complete and submit the examination entry form in triplicate as set out at the “Appendix” to this circular ‘letter. The completed entry forms, duly certified correct by the candidate’s head of department and accompanied by the correct registration fees, must be submitted to the Secretary, Public Service Commission of Kenya, Nairobi, so as to reach him on or before Friday, 17th March, 1998. Late entries, incomplete, wrongly completed or uncertified forms and forms not accompa- nied by the correct registration fees, will automatically be rejected. It is, therefore, the responsibility of the certifying officer to check and satisfy hirasclf/herself that the information given is correct in every respect and iat the perscn intending to register for the examination is what he or she claims to be. Officers who visit and pass the examination while they are not eligible shall automatically be disqualified. 7. EXAMINATION CENTRE The examination will be held in Nairobi. The actual venue for both the theory papers and the practicals will be notified to the candidates soon after registration. 8. GENERAL CONDUCT OF THE EXAMINATION Examination question papers and stationery will be supplied to the candidates from this office. Candidates shall not be allowed to consult any books, files, notes, etc. during the progress of the examination. Any infringements of this rule will result in immediate disqualification from the whole examination, and may also lead to disciplinary action being taken against the offenders. The decision of the Public Service Commission of Kenya in all matters relating to the examination will be: final. S. K. SYLLABUS The syllabus has been changed as per Circular Ref. PA II/1A/I/S1 of 15th July, 1997, from the Permanent Secretary, Provincial Administration and Internal Security. 3. Exicipitrry To ENTER The examination is open to administrative officers, serving in the service either as administrative officers in the provincial administration, assistant secretaries in the ministries or second/ third secretaries in the foreign service. 4. EXEMPTIONS (a) Candidates who will attempt this examination and pass in one or more subjects will be exempted from the subjects they will pass; they will resit only the subjects they will have failed. (b) Serving officers with legal qualification from accredited universities may on application to the Permanent Secretary, Office of the President, Nairobi, be exempted from sitting the law paper. Exempted candidates must quote the reference numbers of their letters of exemption(s). 5. REGISTRATION FEE Each candidate will be required to pay a registration fee of KSh. 1,200 only. The fee which is non-refundable should be paid in either crossed Kenya Government cheques or banker’s cheque, payable to the Secretary, Public Service Commission of Kenya, Nairobi. Personal cheques, money orders and postal orders will not be accepted. 6. The forms should be reproduced and cyclostyled by each ministry/department as necessary. The duly completed entry forms, accompanied by the correct registration fee should be submitted through the Permanent Secretary, Office of the President, Harambee House, Nairobi, to -»the Secretary, Public Service Commission, Nairobi, so as to reach him not later than Friday, 20th March, 1998. Under no circumstances will late entries be accepted. The Permanent Secretary, Office of the President is asked to ensure that all entry forms are properly filled and submitted in time. 7. EXAMINATION CENTRES The provincial headquarters in Mombasa, Nyeri, Embu, Nairobi, Nakuru, Kakamega, Kisumu and Garissa will be the centres for this examination. Centres outside Kenya will be established for the eligible candidates in the foreign service. 8. EXAMINATION PAPERS AND STATIONERY Arrangements for the issue of examination test papers and stationery, appointment of invigilators, arrangement for examina- tion venues will be made by the provincial directors’ of education in each centre. Candidates will, however, provide their own rulers, pens and ink. They may also bring their own law text books to be referred to during part I of the flaw paper if they are presenting themselves for the same. The provincial directors’ of education are, however, requested to ensure that the relevant law books are available at their centres for candidate’s use during part II of the law paper. S. K.
