PURSUANT to section 59 of the Environmental Management and Co-ordination Act, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, International Housing Solutions-Kenya, proposes to construct 3 multi-storey residential apartment blocks comprising a total of 270 units (54 No. one bedroom, 135No. two bedroom and 81 No. three bedroom units), internal access lanes/roads, parking areas, landscaping, associated amenities and facilities on plot L.R. Nos. Eldoret Municipality Block 14/1776, 1777, 1778, 1785, 1786, and 1787, located along Plateau Road in the Elgon View area, Uasin Gishu County. The following are the anticipated impacts and proposed mitigation measures: 4038 4038 Impacts Mitigation Measures Biodiversity impacts • Preserve existing mature native trees outside the construction footprint. • Strip and stockpile topsoil for later landscaping. • Re-profile the central swampy depression into a landscaped detention basin using native wetland species. • Use native, non-invasive plant species in all landscaping. Air pollution • Enclose the site with dust-proof net during construction. • Undertake dust control measures such as using dust suppressants. • Using efficient machines with low emission technologies. Noise and excessive vibrations • Restrict noisy construction activities to daytime hours (08:00-17:00) on weekdays. • Erect suitable noise barriers, especially near sensitive receptors. • Well-maintained equipment that meets noise emission standards. • Inform neighbors in advance of any particularly noisy works. Solid waste generation • Use of an integrated solid waste management system. • Contract a NEMA licensed waste management firm for disposal. Increased demand for water and energy • Harvest rainwater and use water from the own borehole to supplement water from NCWSC mains. • Install water efficient appliances. • Consider integrating renewable energy sources like solar for lighting and heating. Wastewater and Sanitation • Connect all units to the existing ELDOWAS municipal sewer main. • Obtain a Trade Effluent Discharge Consent from ELDOWAS and NEMA. • Provide adequate gender-segregated portable toilets during construction, serviced by a licensed exhauster. • Prohibit any discharge of sewage or greywater onto the ground or into storm drains. Occupational health and safety • Ensure proper training and supervision for workers on occupational health and safety. • Require all construction workers to wear appropriate PPE. • Establish fire safety procedures (fire extinguishers, emergency exits, etc.) • Provide first aid kits at strategic places on the site. Traffic management • Prepare and implement a Construction Traffic Management Plan. • Establish designated construction site entrance and exit points. • Install proper signages; warnings, detours, and speed limits within and around the site. • Ferry building materials during off-peak hours to minimize disruption. Gender-Based Violence; • Mandatory awareness creation for workers on required lawful conduct in Loresho community Impacts Mitigation Measures Sexual Exploitation and Abuse and Sexual Harassment and legal consequences for failure to comply with laws. • Mandatory signing and implementation of code of conduct for the workers . Security and social impacts • Install perimeter fencing, controlled access points, and 24-hour security during construction. • Register and control all personnel and vehicle movements to prevent unauthorized entry. • Install CCTV, adequate lighting, and secure access systems during operation. Carbon footprint • Use low-carbon, locally sourced construction materials and reduce construction waste including recycled/low-impact materials and on- site recycling to minimize embodied carbon and transport emissions. • Improve building energy efficiency and integrate renewable energy systems through insulation, energy-efficient appliances, natural lighting/ventilation, and rooftop solar. Emergency preparedness and evacuation procedures • Design suitable documented emergency preparedness and evacuation procedures to be used during any emergency.
