by virtue of the authority vested in me as the County Executive Committee Member, County Government of Meru and pursuant to the provisions of Article 11 of the Constitution of Kenya, 2010, it is notified for public information that the Meru County Executive Committee Member for Education and Technology has appointed- Lawi Imathiu (Bishop) (Dr.)—(Chairman) Judy Njue (Prof.)—( Vice-Chairperson) John Kobia Ataya (Rev.) (Dr.)—(Secretary) Joseph Muturia—(Member) Daudi Mwiraria—(Member) Adams Karauri--(Member) Winfred Kaungania—(Member) Hellen Mungathia—(Member) Albert Mugambi (Dr.)—(Member) Kaburu Ndubai—(Member) Chief Officer for. Education and Technology—(Ex official Member), to be members of Kimeru-English Dictionary Taskforce, with effect from the 16th October, 2014. The structural terms of reference are as follows: 1 Purpose/Mandate To produce and publish a coniprehensive Kimeru-English Dictionary. 2. Scope The Taskforce will consider and provide— (a)a research based study of the vocabulary inventory of the Kimeru language recorded in Kiimenti standard dialect; (b)a vocabulary inventory of Kiigembe, Kitiania and Kiimenti dialects for synonyms recording of meanings; and (c)an online/ electronic platform for enabling Meru people to contribute to the Dictionary. 3. Structure (a)the County Executive Committee Member for Education and Technology shall appoint the members of the Taskforce and determine their honoraria; (b)the Chairperson of the Taskforce shall co-ordinate the work of the Taskforce; (c)the chairperson of the taskforce shall report to the County Executive Committee Member for Education and Technology; (d)the County Executive Committee Member for Education and Technology shall direct the activities, approve the budget of the Taskforce and present the Kimeru-English Dictionary to the Governor for launching; (e)the members of the Taskforce shall be responsible for the execution of the mandate in its entire scope; (/) individual members shall be responsible for the dialect vocabulary inventory assigned to them and the co- ordination of the research assistants under them; and (g) the secretariat shall be responsible for creating appropriate platform to record, store and publish the Dictionary inventory. 4. Outcomes/Responsibilities The Taskforce shall provide the following outcomes— (a)deliver the hardcopy Kimeru-English Dictionary within twenty four months; (b)deliver the online Kimeru-English Dictionary within eighteen month; and (c)the launching of the Kimeru-English Dictionary shall be done in 2016. 5. Chairmanship The Chairperson of the Taskforce shall— (a)determine the meetings and conduct of meetings as per approved schedules; (b)with the assistance of the Secretariat determine the agenda and venue of the meetings; (c)with the assistance of the Secretariat determine the budget of the Taskforce for approval by the County Executive Committee Member for Education and Technology; (d)ensure the electronic platform is set up, operationalized and used by the people of Meru in providing their views on the Dictionary; (e)ensure research is conducted to collect, record and upload Kimeru words for the compilation of the Kimeru-English Dictionary; 09 co-ordinate the activities of each Taskforce member with a view to providing support, resources and feedback from key stakeholders; and (g) provide detailed verbal and written progress reports to the County Executive Committee Member for Education and Technology on regular basis. 6. Membership The members of the Taskforce shall be responsible individually and severally for undertaking research, recording, analyzing and publication of Kimeru words into a Kimeru dictionary. Each member shall— (a)provide a list of words of the assigned dialect and their English meanings to the Taskforce; (b)co-ordinate approved research assistants to interview, record and produce words and their meanings; (c)be responsible for entering lexis into the electronic platform as provided by the Secretariat; and (d)provide the required number of terminology and their meanings as guided by the Taskforce. 7. Secretariat. The Secretariat shall be composed of the secretary to the Taskforce as appointed by the County Executive Committee Member for Education and Technology and other auxiliary staff as determined to support the Taskforce. The Secretariat shall be responsible for— (a)setting up an online /electronic platform to host the Kimeru- English Dictionary; (b)recording, editing, proof reading and publication of the Kimeru-English Dictionary; (c)providing technical support to the Taskforce; (d)providing tools and materials for research, recording and uploading Kimeru-English data to the specified platforms; and (e)producing minutes, reports and drafts of manuscripts to the Taskforce. 8. Duration/Time Frame (a) the Kimeru-English Dictionary shall be produced within 24 months after the appointment of the Taskforce; and (b) the electronic/online version of the Kimeru-English Dictionary shall be completed within eighteen months after the appointment of the Taskforce. 9. Regulation of Meetings The meetings of the Taskforce shall be regulated by the Chairperson in consultation with the County Executive Committee Member for Education and Technology.
