THE DEVELOPMENT OF THE MIRAA INDUSTRY APPOINTMENT IT IS notified for the general information of the public that His Excellency the President and Commander-in-Chief of the Defence Forces of the Republic of Kenya has appointed a Task Force to be known as the Task Force for the Development of the Miraa Industry. 1. The Task Force shall comprise— Geoffrey Nchooro M'mwenda (Mr.)—(Chairperson) Richard Leresian Lesiyampe (Dr.)—(Alternate Chairperson) Members: Dave Ntawa Muthuri (Vice-Chairperson) Mweria Joseph Miriti Kinyua Geoffrey John Kilemi Lucy Nkirote Rimbere Peter Kinyua Karumpu R. Rodgers Henry Ntongai Ituuru Hon. Joseph Mturia Isabella Nkonge Ephantus I. Njeru George Karicha Thuranira Joint Secretaries: Jasper Mbiuki Philip Nyingi 2. The Terms of Reference of the Task Force are to: (a) In consultation with farmers, traders and relevant stakeholders, the task force shall recommend strategies and interventions that will support the development of the Miraa industry, more • specifically including but not limited to: (i)Recovery of lost markets and search for new markets for Miraa produce; (ii)Initiatives, activities and interventions that may be supported by the resources availed by the Government and any other development partners; (iii)Research on Miraa agronomy, variety improvement, product development and value addition; (iv)Opportunities for the development of capacity among farmers including but not limited to the identification and establishment of demonstration farms; (v)Institutional and administrative structures for the Miraa value chain; (vi)Additional farming enterprises for the Miraa farmers. (b) Conduct any other activities required for effective discharge of its mandate. For reporting, develop prioritised implementation matrix clearly stating the immediate, medium and long-term strategies for the development of miraa. 3. Mode of Operation: In the performance of its functions the Task Force: (a)Shall regulate its own procedure; (b)Shall hold such number of meetings in such places and at such times as it may consider necessary for the discharge of its functions; (c)May solicit, receive and consider views from members of the public and any interest groups; (d)May co-opt not more than three persons who possess the relevant expertise, skills and experience where it considers necessary; (e)Shall prepare and submit a report within fourteen days (14) after completion of its term. 4.Duration: The Taskforce shall remain in force for a period of three months from the date of appointment or for such longer period as His Excellency the President may prescribe by notice in the Gazette. 5.The Secretariat of the Task Force shall be provided by the Ministry of Agriculture, Livestock and Fisheries.
