THE SECOND POLICY AND CRITERIA FOR SHARING REVENUE AMONG MARGINALIZED AREAS This addendum is attached to and made an integral part of the second policy and criteria for sharing revenue among marginalized areas as published in Gazette Notice Number 1494 of Vol. CXXI No. 20 dated 15th February, 2019: The Commission on Revenue Allocation in line with its constitutional -mandate under Article 216 prepared the first three-year policy and identified 14 counties as marginalized areas in the year 2013. Out of the Equalization Fund, 12.4B was appropriated under the first policy of which, 11.4B was allocated to the 14 counties and the balance was for administration costs. The second policy approved on 2nd October, 2018 identified 1424 marginalized areas. This addendum makes the following changes to the second policy: 1. The appropriation for the FYs 2011/12, 2012/13, 2013/14 amounting to a KSh. 7.6B be shared among the 14 counties in accordance with the first policy, as per the attached schedule. 2. The areas identified in the second policy will be appropriated from FYs 2017/18, 2018/19, 2019/20 and 2020/21.
